EMBRYONIC STEM CELL RESEARCH
Stem Cell Research Enhancement Act of 2007
Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo, provided such embryos:
(1) have been donated from in vitro fertilization clinics;
(2) were created for the purposes of fertility treatment;
(3) were in excess of the needs of the individuals seeking such treatment and would never be implanted in a woman and would otherwise be discarded (as determined in consultation with the individuals seeking fertility treatment); and
(4) were donated by such individuals with written informed consent and without any financial or other inducements.

HUMAN CLONING
Human Cloning Prohibition Act of 2001
Prohibits any person or entity, in or affecting interstate commerce, from knowingly:
(1) performing or attempting to perform human cloning;
(2) participating in such an attempt;
(3) shipping or receiving an embryo produced by human cloning or any product derived from such embryo; or
(4) importing such an embryo or product.

(As opposed to other bills who veil the true/full definintion of human cloning - see Senate Bill 1520 - the term "HUMAN CLONING" in this bill is correctly defined - "`human cloning' means human asexual reproduction, accomplished by introducing nuclear material from one or more human somatic cells into a fertilized or unfertilized oocyte whose nuclear material has been removed or inactivated so as to produce a living organism (at any stage of development) that is genetically virtually identical to an existing or previously exisiting human organism."
